May I know how to want to use Tapo P100 with NAS, for example provide power for it or other purpose? 

If NAS if always powered on ( plug in turned ON), plug should not affect the Wake on LAN of your NAS. 

For ' activate the tapo p100 outside of my wifi.' do you want to use any 3rd party software or command to activate it or using tapo app?

Once Tapo P100 is connected to home network/ WiFi and get Internet,  you could remotely control it via Tapo app. 

If Tapo P100 works only in local network ( not access Internet ),  I'm afraid you will have to locally control it only.  

If you need further help, we'd like to how do you want to use this Tapo P100 with the NAS, or the reason you bought  Tapo P100.
