Hi,
If your camera's video recordings are stored on the inserted SD card, on the Tapo app>camera's Live View>Playback & Download>SD card page, when you watch the video clips, there is a Speed icon at the video's right top corner, you can select from 1/16x to 16x to watch the video clips.
