What's the led status of your smart plug? Is it solid orange? This color means the smart is connected to the wifi but not to the cloud. In this state, the smart plug can only be controlled locally, remote control is not available.
If that's the case, you can refer to the suggestions here in Case 2 for troubleshooting. Cannot use the Tapo app to control my smart devices
