Tapo tc40 is offline
The camera shows offline and is installed in a very high place to reach... do I have to disconnect it from power source?!

Check whether the camera is online in the Tapo app when your phone connects to the same wifi as the camera. *To avoid network switching and interference, turn off cellular data and VPN while doing this test. Try to reload the app homepage, or re-open the app several times, in case the app status isn't updated.
If the camera is online in the app, you can restart it in camera Device Setting page, slide to the bottom and find the Reboot Camera option.
If the camera still shows offline in the local control, then the only way to restart it is to physically disconnect and reconnect its power supply.
