Using the "starlight sensor". Is there any way I can reduce the time the light is on from the minimum 5 minutes to just 1 or 2 minutes?

If you refer to the spotlight/white light on the Tapo C120, usually, you can go to the camera's Device Settings > Spotlight Settings page to adjust the On/Off duration. However, there is no option less than 5 minutes.
For your feature request, while we don't have any specific details that I can share about whether the other On/Off duration options can come to the product or when they might, I'll log the feature request and pass it along to the relevant team to evaluate.
