Smart hub communication with other tapo devices not working in local network with no internet access

My tapo home environment does not work when local network is working, but no external internet connection. For example, I have an intelligent button S220 and I want the H100 to ring when pressed, but such action is only working if internet connection is working.
Is it possible to have the TAPO environment working when only local network is working?

Is your automation a local smart rule? If not, then it won't operate when the internet is down. What is Local Smart Action?

Thanks a lot for the reply. According to the info shown in the What is Local Smart Action? link provided, it confirms my facts. It says that smart actions are not likely to work without internet and cloud connection, despite local network is working.
In my case, where internet connection does not work regularly but my local network includes different tapo devices (smart plugs, temperature/humid sensors, buttons, tapo hub, etc.) I need to have the actions working all the time despite external internet connection. Is there any solution with tapo or do I need to move to some other brand?
by the way, my tapo H100 firmware is 1.5.23 build 241106

You might have missed something. This feature ensures that the automation can continue to run normally during a temporary internet interruption. But it is not applicable in scenarios of total local control.

Yes, it is likely to have missed something. In the Tapo app, is there any specific section for defining 'local rule' automation. When I create the automation rule, I do not get the message: 'this smart action is under control of hub' but I do not know how to get it.
Also, it is good to know that internet connection is required, at least form time to time.

Ensure the automation you created meets the requirements of the local smart device -- specifically, that the triggers and actions are of the supported type. What is Local Smart Action?
If the local smart still cannot be created, it might be a problem with the H100. We have a beta firmware with relevant modifications, if you would like to try it, send me a private message with the Mac address of the hub.
