How far is the doorbell from the hub? Try to move the hub closer to your doorbell. And while you're doing this, if your Tapo H200 hub is connected via WiFi, pay attention to the network connection of the hub, it can't be too far away from the router, otherwise, both the hub and the doorbell will be offline.
Here is the network topology of these devices, which should help clarify why both connections require special attention.
Router --- (Wireless: 2.4GHz WiFi) --- Tapo H200 --- (Wireless: TP-Link SubGHz) -- D230
You can also try to restart both the hub and the doorbell, see if that helps.

I have exactly the same problem, H200 does not ring from D230 doorbell and gives 'unstable network' error when trying to set it to ring. All connections are fine, doorbell tested right next to the hub.
Was using a Google doorbell for a year or two but it's complete garbage so decided to drag my D230 out of the cupboard and switch back to that. It used to work perfectly fine, seems software/firmware updates over time have broken something that hasn't been addressed.
Any solutions? TP Link are you listening?
