I have a hub200 that is connected to the router but stays offline. I have reset it several times, firmware is up to date and I have deleted old wifi networks from my phone. Cameras are ready to pair.

Just to clarify, are you saying the hub turned offline as soon as the configuration completed? What's its LED status?
Please check whether the hub is online when controlled locally -- connect your phone to the same WiFi/network as the hub, disable cellular data and VPN (if any), force-close Tapo app then reopen it.
Ensure your Tapo app is updated. You can try to delete and reinstall the app. Try to use another mobile device (phone/tablet), check whether the same thing still occurs.
