First, to confirm, are you referring to the Video Summary feature in Tapo Care Playback? Please let us know if this is correct.
Secondly, when you try to create the Video Summary, is your phone connected to the same Wi‑Fi network as the camera, or are you accessing it from a different network (for example, mobile data)?

If possible, please also try:
Using a different network (Wi‑Fi vs. mobile data);
Using a different phone to see if the behavior is the same.

If the issue still occurs, please help provide the following information so we can investigate further:
1. Screenshots of the exact page where the Video Summary stays in the “creating” state
2. Your phone model, OS version, and Tapo app version
3. Please confirm whether all camera models show the same issue, or if it only happens on specific models
