After rebooting modem and plugging in router not all lights are coming on- everything is plugged in but not recognizing wi fi

Try powering off both the modem and router, power on the modem, wait for it to stabilize, then power up the router and wait for it to stabilize. Also try a different Ethernet cable (new ones have been found to be bad). Be sure you are using the power adapter that came with the router.
