Sounds more like a Chrome issue than a router issue. If you Google the error, you will see others with the issue.
Have you tried a different browser? A different computer?
I would recommend searching the resource is in use error as others have reported similar issues. So far it looks to pertain to a file or folder in use or a malicious program.
