Tether wont login to Archer AX10000

The Tether on my iPhone can see the AX10000; RE505X and RE600X. I can use Tether to login to the RE505X and RE600X but when I try to get into the AX10000 I get a message stating "Login Failed You may connected to a guest network..."
I am actually connected to the AX10000 and I can login to the web page from my laptop and see my iPhone is a client.

What the......?

Is your phone signed on to the same network as the laptop? Some routers do not allow or some have an option to prevent a guest from signing on to the router
