Parental control time controls don't seem to do anything.

I set a "Good Night" time and a "Good Morning" time for both school nights and weekends. If I go to insights and it stops tracking at the designated times but the computers all still have full internet access. am i doing something wrong? I've read i need to have access list white list's turned on. I've attempted to run this way as well and same result. the parental controlled computers dont seem to be effected by the time limits, at all.
