I believe my isp has blocked my ports. Im not very tech savvy. But how do I know for sure that they are blocked? Secondly how do I un blocked them.

There are a lot of online tools that will check your ports. Just google "test router ports".
You did not say what model router you have nor which port you are trying to open. More info helps us answer. Did you open up the port in your router via port forwarding?
