Why is my DECO "throttling" my internet speed? Software bug?

When testing from Deco app to Router direct I initially get full 2GBs download speeds. After a day or so it cuts in half. Yes 1GBs is "good" enough but Im paying for the full 2GBs. I do a lot of data work so full speed is a must.

Already troubleshooted (Trouble shot?) with Quantum fiber - when I connect laptop to OTP from Quantum I am getting full download speeds. When I reboot Deco speeds are good for a day and then throttle back . WTF?!? Rebooted several times and see same behavior.


Yes - For sure Deco is throttleing me
No - QOS is not turned on
No - NAT Forwarding is not turned on. Another thread recommend turning this off, but that is pretty stupid if that causes throttling. 
Yes - My cables can handle up to 10GBs no problems
Yes - plugged into faster ports
