These products DO exist, FYI, and you can find a bunch of them by searching for "device watchdog", "WiReboot", and other search terms you think of when you find those products. Just note such things are not "consumer devices", and Kasa is a consumer device manufacturer. They'll thank you for the suggestion but not necessarily point you in the right direction to solve your immediate need. For more options see also Tindie, and the DIY (Arduino, ESP32 etc) community. I would not expect any consumer electronics company to pursue such products... they are very specialized devices for small markets, and are priced much more than typical Kasa value products.
