I'm confused on how to add Tapo Matter devices to Google Home.

With Tapo Matter outlets and switches, they have ended up in Google Home twice: once as devices directly in Google Home and once as Linked Tapo devices.

I do have Tapo linked to Google in "Works with Google."

I decided to delete the ones that were NOT linked to the Tapo app, but I wonder if those are even using Matter and Thread?

From what I have read, it appears you do need to add them to the Tapo app first and then to Google Home, but is the Tapo app/account supposed to be linked? And if not, what about non-Matter devices?

It's kind of confusing.

Do I need to reset and start over?

It is just not very clear what the workflow is supposed to be.
