Can't keep Dimmable Motion Sensor Light Switch on dim setting

When I set the dimmer switch to its dimmest setting it doesn't stay dim after powering off and then back on again. So if I set it dim and then walk away, the light turn off like it should. Then when I walk in the room again, the light turns on, but it's reset to the brightest setting. How can I fix this?
