Hi,
If you have a Tapo C400 V1, it requires a Tapo hub to connect to the internet. You can refer to the following steps to connect the hub and camera to a new router.
  1) After powering on the camera and hub, press the reset button on both the camera and hub for 5 seconds to factory reset them.
  2) Refer to the setup video "How to Set Up Your Tapo Smart Wire-Free Security Camera System: Tapo H200 + Tapo C400" to configure the hub and the camera.

If you have a Tapo C400  V2, it can connect to the router's Wi-Fi directly, and you can refer to the following steps to connect it to a new Wi-Fi network.
  1) After powering on the camera, press and hold the reset button for 10 seconds to perform a factory reset.
  2) Refer to the setup video "How to set up your Battery-Powered Outdoor Security Camera" to configure the camera.
