As far as I am aware, the Archer C540 supports adjusting the Wi-Fi Transmit Power settings to High, Middle, or Low when operating in Router Mode or Access Point Mode via the web UI under Advanced -> Wireless -> Wireless Settings.

 

If you do not see the Transmit Power option in the web UI while in Range Extender mode, the function is likely not supported in that mode.
