The internet light is red. My modem is receiving internet. I have power cycled the router multiple times. I have power cycled the modem multiple times. I have perform factory resets multiple times. Nothing is working

Try powering off and unplug the modem and router for 10 min. Then power on the modem, wait for it to do its thing, then power on the router.

 

Some ISPs, if they cannot talk with the modem for a period of time, it forces them to do a reset on the connection between the two. That way your router can get an IP address.
