If two switches don't work it's almost certainly a wiring problem. If you're sure you've wired the blacks in to replace the old switch and spliced the white into an existing bundle without splitting it, you may have "power through fixture" wiring situation. In which case a smart which will probably not work (though sometimes they will with an incandescent load). A google search will find you a wiring diagram where you can check.
