@RR68 It doesn't have to be, but it is intended to be. It's placed on there as a protective layer so the antennas don't get any scratches while in the packaging

@crosswired Not as far as I know. The C5400X, at least here in the US, is EOL (end-of-life) when a router is end of life we will for the most part discontinue firmware updates, unless there is a need...
