Unable to connect RSTP

Brought this Camera because it said it was RSTP capable .
But Camera works perfectly in the app. But I cant get RSTP to work. Ideally I want to connect this to my Motioneye Server.
Im based in Australia and my Router is a NBN Telstra provided router.
Camera is a TAPO C110
Firmware was updated to 1.3.0
I setup the camera account to be generic eg. U: camera P: password
I can see the camera has strong wifi and has the IP address allocated as 192.168.0.115

In motion eye i get the error

in VLC i get the error
Your input can't be opened:
VLC is unable to open the MRL 'rstp://camera:password@192.168.0.115:554/stream1'. Check the log for details.
Is it a firmware issue ??? otherwise i will need to return it.
