After power cut stop turning ON. LIFX manage to restore to previous power state, so if bulb was off, so after restoring power, the bulb doesn't go on.

Thank you for starting a feature request thread.

Here is a workaround that you could set a very dim level for kasa bulb default state, example : Last On state brightness 5% so bulb will be very dim when power restores.
