RE650 setup not working

RE650 setup not working
RE650 was working fine on my old wireless network. Changed the name of our wireless network. Our other TP-Link extender setup on the new network name worked flawlessly and it's up and running. However, the RE650 setup isn't. Symptom is all lights flashing blue and never getting past this to the one solid blue LED so that the rest of setup can be completed. Steps I have taken:
Plugged in to different outlet
Reset my router
Done a factory reset several times
Left it on for 30 minutes to see if it ever changes to a solid blue LED on the bottom; it didn't
Router and RE650 are 2 feet away from each other
I give up. It worked, now it won't get past all lights flashing blue. Solutions, please?
