I can only access the guest wifi network when connected to the main deco. I'm well aware of the need to add the VLAN 591 to the switch but I can't get it to work across two switches. 
Network is as follows 

isp router connected to main deco, main deco connected to switch 1, trunk between switch 1 & 2. Two satellite decos connected to switch 2  

 

switches are TL-SG1016PE

 

surely this must be possible? Does anyone have a solution for this?

Hi, thanks for taking the time to reply. I eventually got this working with multiple restarts of everything. I had to power down switch 2, tag the ports on switch 1, reboot master deco, reboot switch 1, then with satellite decos unplugged, tag the ports on switch 2, reboot switch 2 then plug the satellite decos back in 1 by 1.

For the following topology:

main Deco------<port1>TL-SG1016PE#1----<port2----port3>----TL-SG1016PE#2-----<port4>------satellite Deco#1

                                                                                                                                 \---<port5>------satellite Deco#2

On the TL-SG1016PE#1, apart from the default VLAN 1, we need to create a second VLAN 591 and add ports:1+2

On the TL-SG1016PE#2, apart from the default VLAN 1, we need to create a second VLAN 591 and add ports:3+4+5
