BE230 L2TP Server VPN problem

I've BE230 and L2TP VPN server issue.
The connection is configured OK, I did that many many times on ER605 and others. I can connect to my router and ping to IP and hosts (outside and inside the network) works fine but I CANNOT access the web through browser and any local services as smb or even the browser interface of the router not working (it cannot post the password form giving me "Operation failed" error).
I think its firmware issue something with MTU or Traffic redirection.
Please help, I cannot use the router as its designed to. At this moment Im forced to use my old one having two devices - BE230 only as Access Point.

May I know if your network topology diagram is as follows:
ISP modem—old router—BE230 )))((( client devices
(Note: — stands for wired connection,)))((( stands for wireless connection )
Would you like to set the BE230 as the main router and configure the L2TP server on it? Please confirm that you have correctly configured the VPN server, referring to page 87 of the Archer BE230(EU)_V1_User Guide.
If it doesn't work, please take screenshots with the error message and VPN settings.

Hi Joseph. Thanks for interesting in my problem.
The target topology (and from from that point of view the L2TP didnt work) is ISP Ethernet (static public IP) -- BE230 -- My devices (Wired and Wireless)
BE230 Configuration - I can confirm the configuration is same as in User Manual. I made many configuration with VPN with other networks / devices (mainly on ER605) that Im 100% sure the configuration is OK.
Yes, I would like to set BE230 as main router with L2TP VPN server configuration to connect to my network from other places.
Assuming that BE230 is connected as router with DHCP and L2TP server
- If I connect to the L2TP VPN from INSIDE the network - everything works fine
- If I connect to the L2TP VPN from OUTSIDE the BE230 network - (I can ping the Internet by IP; I can ping local machines; I can resolve IP by domain name; I CANNOT open web from browser; I CANNOT connect to local machine with samba / ftp service etc... connection to router via browser not working - resolving its ip the interface / login form loads correctly but it CANNOT send the form - "Operation failed")
Sorry I cannot attach any screens because I dont want to mess my company network at this moment.
Now my network looks like that
ISP Ethernet -- Other company router with L2TP configuration -- BE230 in AP mode for good WiFi network -- my devices (wireless and wired)
And everything works fine! Its not the ISP issue, its not configuration issue, its something with firmware / hairpin / internal software BE230 configuration.

Thank you for getting back to me.
Please go to https://whatismyip.com/ to check the public IP of your network.
Then compare it with the WAN IP of Archer BE230. Please go to Advanced--Network--Status.
If WAN IP is not the public IP of the network, you need to enable port forwarding on the ISP internet side.
If WAN IP is the same as the public IP, please take screenshots with the VPN settings (private information can be hidden)

The wan ip address is the same as in whatsmyip com

first - ipsec pre-shared - removed for privacy reason. The connection of VPN connects properly (all traffic is routed through VPN in macos VPN configuration
second - pings to local machine - reaches destination but samba, http or anything else not working via VPN
third - opening tp-link config site works but cannot login - 'Operation failed" as attached

Here is error from Firefox Console after submitting login form to access configuration panel od BE230.
Can you please fix the firmware... its frustrating that I bought a router and its not working properly
