Using an Archer Vr2100v and an Archer Vr600v as access point doesn't work. No internet connection.

I need your help. Maybe somebody knows a solution.
Since I switched from DSL to a fibreglass connection I have a new Archer VR2100v next to the optical network terminal (ONT) which i get from the fibreglass provider. The ONT and the Archer VR2100v are placed in the basement (because I need the network in the basement as well) while our living rooms are in 2nd and 3rd floor. Therefore I connected an older Archer VR600V in 3rd floor with a LAN cable (on LAN1 port) to use. I tried to switch the Archer VR600v to "WLAN router" - mode, disabled the DHCP, assigned a fixed IP (192.168.1.101) and set up the WLAN SSID and password identical like at the VR200v in the basement.
Anyhow, I don't get an internet connection via LAN and on my cell phone I get the message "IP cannot be assigned" when I'm trying to connect via WLAN.
In the configuration guides of TP-Link I did not find the solution. Does anybody knows a solution for this?
So, my wish is to have a router in the basement where I can use LAN and WLAN and the other router in 3rd floor, where I can use also LAN and WLAN and at leas the VOIP.
Is that even possible?
