I’m following the instructions from https://www.tapo.com/es/faq/34/ step by step so I can view the camera from my PC.

I tried with ONVIF and with VLC, but it won’t connect.

VLC error messages:

Connection failed: VLC could not connect to “192.168.23.1:554”.

Your input can’t be opened: VLC is unable to open the MRL “rtsp://manoloalegre:password@192.168.23.1/stream1”.

In ONVIF I used http://192.168.23.1:2020/onvif/device_service and that doesn’t work either.

Is there any other way to view the camera from the PC???

You can refer to the instructions below to troubleshoot if you fail to establish an RTSP/Onvif connection.
What can I do if fail to stream the Tapo camera via the RTSP/ONVIF protocol?
 

Please confirm the following information if the same phenomenon persists.
  1. Has the camera subscribed to the Tapo Care plan? Have you inserted an SD card into it to store video recordings?
  2. Do you access the camera via RTSP/ONVIF when your PC is in the same network as the camera?
  3. What's the IP address of your PC? What's the camera's IP address? You can go to the camera's Device Settings > Device Info page to check its IP address.
  4. Did you replace the "password" in the URL "rtsp://manoloalegre:password@192.168.23.1/stream1" with the password configured on the camera's Device Settings > Advanced Settings > Camera Account page?
