My RE450 has a constantly flashing power LED. I am unable to reset it via the reset pin (hold for longer than 10 seconds, nothing happens at all). I am unable to get to it via tplinkrepeater.net while plugged in via ethernet cable. I do not see any wifi network being generated by it.

Thank you for the detailed post, I believe you have factory reset in the correct way if the extender does not broadcast any Extender or TP-Link Extender Wi-Fi it can be a faulty unit.
You could reach the retailer or local support to check device warranty.
Here is how to perform a reset and reinstall RE in case any user experience similar problem.
