Have you disabled the DHCP function on the TL-WR841ND? Seems your PCs have got IP address from the TP-LINK router.

How about connecting the computer to the modem directly? If having internet access, maybe you can write down the IP parameters on the computer and then try a static IP address on the TP-LINK router...
