Make sure you could download other APPs from Google Play and phone has internet? Is there any Error if you failed to download Tapo APP, may I have a photo of it?
For Andriod Kasa app, you could try to download kasa APK here ( or you may download on a computer, use a USB cable transfer to your phone and install the app)
