Currently Tapo Camera does not have desktop software.

if you wish to stream camera on desktop through rtsp, it seems that VLC Player has Chromebook version software, here is link found online

You may check if there is any Chromebook version Andriod emulator, we have a forum user shared the experience using Android Emulator like Blue stacks to manage camera,
