Please check local tp-link website for a model: 

https://www.tp-link.com/home-networking/smart-bulb/tapo-l530e/

If the model could not be found on a local website, most likely the model has not been released in that region or area.

 There was a small issue at one point with TP-Link. Theu removed local control on the HS100 and HS110 switches. But it only affected these 2 devices and from everything I could find it only affected them in the UK or EU (can't remember which) I'm using a number of switches/dimmers, all being locally controlled with no issues. I don't have any TP-Link smart bulbs specifically though.
