I want to buy a camera for my disabled brother but he does not have Internet. He has a tablet that uses his contract Internet. Would the camera still work?

Thank you for being interested in Tapo cameras but I afraid the camera can not meet your requirement in a no Wi-Fi environment.
The Tapo requires the Wi-Fi network and internet in the initial setup in Tapo APP.
After that, the camera and mobile device need to connected to the same Wi-Fi network (same LAN) to be able to stream the camera, If there's any Wi-Fi connection for camera and the mobile device, we can't stream the camera in the local network or remotely.
You probably need a camera of a different made that uses the SIM card or something like that.
