I have two cameras, one was configured and installed without any issues. After configuring second one it showed  "This smart device can only be controlled locally".

I reseted the camera multiple times, connected both by Ethernet cable and Wi-Fi. It keps showing this error. (I confirmed that indeed I cannot connect to it in Tapo App while outside local WiFi)
 

It's not an issue of router or DNS as other camera works fine.

 

I have enabled recording of diagnose_log on the issue camera and noticed in it this bit:

It clearly shows that DNS resolved adress of aps1-relay-dcipc-beta.i.tplinknbu.com (twice, to two different IPs) but connection failed for some reason. Straight from the box camera came with older firmware (1.2.4 or 1.1.4, i think) and upgraded fine so it clearly was able to reach the servers hosting the upgrade files.

How can I fix this? What does the error code 1206 resolves to? Do I need to return the camera to the seller and ask for another one?

Edit: had to remove dots from adress aps1-relay-dcipc-beta i tplinknbu com, or else I couldnt post due to "illegal external links". In orginal debug log adress has correct dots.

Have you tried to reboot the camera? What's the led status of this camera?

 

What router are you using? Please share your network topology if it is a complex network.

 

What should I do if I can't view the Tapo&Kasa camera?

Reboot was first thing tried, did not help.

Cameras status LED is continuous green now, it's connected by Ethernet cable and has configured Wi-Fi right now.

But it was tested with only WiFi and only Ethernet and result was the same, No remote access.

As for topology, WiFi is direct to the router and Ethernet cable goes through switch (TP-Link 8p TL-SF1008D)

 

Router is ISP provided ZTE fiber 'modem', model is F660 I think.

But as I said other camera works fine for a few days now, and I can access it remotely via Tapo App so I do not think the issue is with router / dns / phone.

Could you check for me what is the error in provided diagnostic log snippet? 1206
