I have a brand new H200:

- Hardware  version 1.0

- Latest firmware 1.5.1 Build 20250228 rel.27505

- Latest Android TAPO app version 3.13.512

I tried creating many automations that, according to the FAQ, are supposed to be local actions. However, I was never asked whether the automation was local when creating them. In addition, I don't see any blue box anywhere…

Perhaps I'm looking in the wrong place? 

Can you provide a screenshot showing how and where this blue box is located?

I've read it. I tried again everything. I never see any hint about any automation being local.

As I mentioned there are limitations as outlined in the linked thread, i.e. hub ring is not supported, turning on device notifications is also not supported, etc

Here is a simple example which I just created called "Light on from sensor", When a T100 sensors movement turn on a light for 1 minute". I have highlighted for you where it shows that it is a local smart action, (refer to the red circles).

It is strange, though, that actions involving all local stuff (i.e., not sending notifications nor involving anything external to the local network) cannot be local. If Smart Assistant can, I don't understand why TP-Link itself cannot do it ¯\_(ツ)_/¯

at this moment h200 hub is limited to only one trigger for local smart actions, only hub h100 can give you ring the hub action, multiple triggers and "if"  as local smart action, and only with beta firmware:
