The camera can still record videos to the sd card when the internet is down. 

If your SIM card gets deactivated immediately when your balance runs out, you'll lose remote access to the camera through the Tapo app. In this case, you can still access your recordings by reading the SD card files on the phone or computer through a card reader.

However, some carriers maintain network service for a grace period after your balance expires. If your camera remains online during this time, you'll still be able to view live footage and playback recordings through the app until service is completely suspended.
