How about the LED light on the Deco, solid green or red? - it's green when I plug it in, then goes to flashing blue.

 

Error message - 'Ethernet cable is not connected.' I've tried two different ethernet cables that definitely work.

 

Have you tried to set Deco into "Access Point mode" - I don't know how to do this. In the link you attached it shows choosing an option in the app but I don't have access to that part of the app.

With the LED colour on startup is it definitely green or more yellowish as it's quite similar?

It sounds more likely to be yellow if the flashing blue LED is the next colour.

If so this is the expected behaviour after a reset which is positive and means you are now ready to start setting them up as new.

If this is the case is the "+" sign available in the top right hand corner on the app? 

If so select it and "create a network" as that would be the next step.

You may have already done this. If so I'd uninstall the Deco app, reinstall it then try creating the network again.
