Hi,
In your situation, please confirm the following information.

  1. What's the model number and hardware version of your Tapo cameras?
  2. What's the LED status on the cameras, such as solid red, solid green, flashing red, etc.?
  3. What's the model number of your router?
  4. If you press and hold the reset button on a camera for 10 seconds to perform a factory reset, does the LED on the camera turn to flashing red and green? If so, you can enable a hotspot Wi-Fi on your phone, set the security type to WPA2-PSK/WPA-PSK, reconfigure the camera with another phone, connect the camera to the hotspot Wi-Fi, and check if it can be configured successfully.

Best Regards
