Need program for windows O/S

Phone is broken, but computer still working
Can I download a program on my windows 10 O/S for these camberas please?

Our Tapo app is designed for mobile devices(Android and iOS devices); currently, it's unable to install the Tapo app on a Windows PC/laptop.

Following the instuctions
Step 2: Connect Your Tapo Camera to a PC, NAS, or NVR
Option A: Connect Using ONVIF (Agent DVR Example)
- Open Agent DVR on your computer.
I have opened the program and have been promoted "To connect your server, install Agent DVR Server on your computer. Access the local UI (usually at http://localhost:8090). Click on the server menu icon and Remote Access. You do not need to install Agent DVR on client computers."
But I have all ready downloeded it twice now and still saying the same thing
