You can try the following steps and see if they help.

  1. Remove the battery from the camera, and remove the SD card from it if there is one. Wait for two minutes, then insert the battery into the camera to power it on.
  2. Wait for two minutes, press and hold the reset button on the camera for 5 seconds to perform a factory reset. Then, check the LED status on the camera. 
  3. If the LED is flashing red and green, you can try to reconfigure the camera in the Tapo app.
  4. If the camera's LED does not change and the camera does not respond to the reset operation, you can contact your retailer or the local support team to check if the camera is under warranty.
