Hi, 
Please check if you can pan the camera 360° with your hand. If it is stuck in the same place, please check if a foreign object is blocking the camera from panning. If so, remove the foreign object for a try.
If the camera can pan 360° with your hand, tap Pan & Tilt Correction on your camera in the Tapo app and check if it helps.
If the above tips do not work, please contact your retailer or our technical support team to check whether the camera is under warranty.
