The Tapo P100 and P105 requires an active Internet and WiFi connection to work, aside from having an active electrical current flowing through it. Without those three things, these plugs are useless....

@MikeSee I can confirm this that the Tapo plugs will need to be manually turned on after a power failure. Disappointed upon learning this myself after buying and using the Tapo P100 and P105. I guess...
