Firmware Version:

Power LED blinks a few times then stops does this a few times then the signal light will blink blue then blink red. 
it will repeat this pattern. A reset using the button doesn't change it. Trying a WPS setup does nothing. 
does anyone know what this LED blinking pattern means ?

 Hello  @Jusie

The power led will first flash for a while when the system starts up and become steady On a range extender.

Here is the Led Explanation for TL-855RE from its User Guide

 

Can you perform a factory reset on the extender  and see if range extender still bro cast TP-Link  Extender or Extender Wi-Fi SSID?  

  • RESET: With the extender powered on, use a pin to press the RESET button (pinhole) until all the LEDs flash once.

If there is no SSID broadcasting, it can be a fault unit, you could reach the retailer or our support here to check device warranty.
