May I know does the error come from Apple home app or kasa app, it is suggested setting up the device within kasa app and try some tips here for the error message.

Please also check some basic suggestion here:
- Please ensure VPN is OFF on the phone
- Ensure there is internet access on your phone via Wi-Fi before adding a new device
- Try to factory reset the device before the configuration.
- Enable Local network permission on your IOS device for kasa app
