After rebooting the router, everything works fine, but after 10 minutes, the data transfer speed drops, especially on the phone. It seems like there is almost no internet. What could be the reason, and how to solve this problem.

one possible reason is you have devices that are backing up data such as a cloud backup. 
 

I would turn wifi off and remove the ethernet devices and add them back one at a time to see if any cause the issue.
