Device stays yellow and never enters set up mode. Tried unplugging. Tried reset button. Reset modem. Nothing has worked. Please help

Hi, You could try to use the power adapter of another Deco S4 to power this unit, then refer to this link to check whether this S4 can get into firmware recovery mode:
How to use firmware recovery if the Deco become brick
If nothing changed, I am afraid this unit is broken and you could contact the local warranty team if the device is still under warranty.
