I assume it is the cable from the modem to the router. Power off the modem and router, use a different good quality cable, power up the modem and wait for it to stabilize, then power up the router.

By reset, do you mean you did a full factory reset? If not do a full factory reset. Are you able to sign on to the router by using a PC connected to the router via an Ethernet cable?
